Such a system could include licensing requirements, identity verification, regular inspections, taxation, occupational health and safety standards, access to healthcare and counselling, and strict rules designed to ensure that every individual acts voluntarily and without pressure. The objective is to create transparency, improve safety and reduce the influence of criminal networks operating in the shadow economy.
